Southern Construction Framework (SCF), a leading construction procurement framework delivered by the public sector for the public sector in the South of England, has named GRAHAM as one of its partners on its new £5.16 billion Residential Delivery & Development Framework.
Created to support public sector residential construction and development in the region, SCF Residential is a four-year framework available to all public bodies in the South East, London, and the South West. Through SCF Residential, public sector organisations can now access a full range of residential construction and development solutions, getting access to market-leading tier one and SME housebuilders, and has been designed to be flexible and responsive to industry pressures, including carbon, MMC and the ongoing housing crisis. A commitment to provide a trustworthy, equitable and ethical vehicle for delivery underpins the framework.
SCF Residential will be tailored to suit a wide range of projects, including:
Larger value projects (65+ Units) - delivered in 3 sublots (SW, SE, London).
Smaller Value (10-75 Units) – delivered in 7 sublot regions, focused on local delivery.
SCF is the market leader in Two Stage Open Book (2SOB) tendering, under which the framework will operate exclusively. This Government-recommended bidding process is part of an initiative to reform UK construction practices and is unique in the way it brings the contractor, stakeholders, and suppliers together at the very start of a construction project.
Matthew Elliott, SCF Senior Framework Manager said:
“The successful bidders offer public sector organisations a fantastic breadth of experience and expertise ideally tuned to the needs of the current housing market. We have built this framework around our ethos and practice of collaboration, transparency and added value, with a focus on social value and supporting carbon and environmental impacts.”
Rod McMullan, GRAHAM Contracts Director said:
“This framework will play a significant role in helping to deliver the homes this region needs, and is leading the way in public sector procurement, at a time when there are persistent challenges both in the construction industry and wider afield.
“It’s fantastic to be involved in the first iteration of this residential framework, particularly with its exclusive two-stage open book tendering process. We’ve worked on many successful projects that have been procured this way, and have seen first-hand how it helps to deliver better outcomes for our clients; and so we’re looking forward to being a part of this framework and working collaboratively with its future clients.”
This new deal complements the current SCF Construct and SCF Consult frameworks which have delivered over £7 billion worth of combined construction schemes in the last 14 years since they were first established.
