About the Framework
DfE Construction Framework 2025 (CF25)
The DfE Construction Framework 2025 (CF25) supports the delivery of major education programmes, including the School Rebuilding Programme (SRP), RAAC remediation, and wider estate condition improvements. The framework is available for use by local authorities, academy trusts, universities and FE bodies, and other public sector organisations, including for non-education projects where appropriate.
The framework is structured across two value bands and multiple regional lots. GRAHAM has been appointed to both national high-value band lots:
Lot 1 – North (High Value Band)
Lot 2 – South (High Value Band)
These lots typically cover major projects valued at over £12 million and exceeding 2,600m².
CF25 marks GRAHAM’s second appointment to a DfE construction framework. Under the previous Construction Framework 2021 (CF21), GRAHAM secured positions on:
Lot 4 – Medium Value Band (East Midlands) for projects between £6m–£12m, and
Lot 2 – High Value Band (South) for projects above £12m.
GRAHAM is currently delivering eight schemes through the CF21 framework, demonstrating a strong track record of working with the DfE on education projects.
