GRAHAM has secured a place across all three Collaborative Partner Lots for the £4.3bn Pagabo National Framework for Civil Engineering, Infrastructure and Enabling Works 2026. As the only Collaborative Partner appointed across England, Wales, Scotland and Northern Ireland, this provides GRAHAM with a unique opportunity to support clients UK-wide with the full range of civil engineering services.
Managed by Pagabo on behalf of public sector buying organisation Yorkshire Purchasing Organisation, YPO, the four-year framework will provide public sector organisations across the UK with access to specialist contractors for civil engineering, infrastructure and enabling works.
It covers a broad range of activity, including highways, rail, water and environmental works, maritime infrastructure, energy, aviation, nuclear and defence, demolition, land remediation, groundworks and wider enabling works.
GRAHAM’s appointment across all regions and sectors reflects the breadth of its civil engineering capabilities and its experience delivering complex infrastructure projects throughout the UK.
It provides an opportunity for GRAHAM to build upon their success through the first iteration of the Pagabo Civil and Infrastructure Framework where they have been awarded over £160m worth of projects including Central Dock Liverpool Waters, Lincoln Access Road Bridge and Havant Station Footbridge.

The framework combines Pagabo’s previous civil engineering and infrastructure framework with its demolition and land preparation framework, creating a single procurement route for a wide range of infrastructure and enabling projects.
It is intended to help public sector clients procure projects more efficiently while supporting collaborative delivery, sustainability, quality and wider social outcomes.
