GRAHAM has secured a place on the latest National Framework for Major Works 2026, managed by Pagabo on behalf of public sector buying organisation Yorkshire Purchasing Organisation (YPO). The reappointment reinforces a longstanding partnership that continues to support the delivery of major construction projects across the UK.
The appointment sees GRAHAM named as Lot 1 Collaborative Partner for Northern Ireland and also appointed across Scotland, the North of England, the Midlands, South West, South East and London, providing public sector clients with access to GRAHAM’s expertise in delivering complex, high-quality projects across a range of sectors.
The National Framework for Major Works 2026 represents the third generation of Pagabo’s major works framework, which has already facilitated the delivery of more than £3 billion of construction projects for public sector organisations across the UK. The new four-year framework is designed to connect clients with experienced contractors capable of delivering value, quality and positive outcomes for communities.
GRAHAM has a strong track record of delivering projects procured through previous iterations of the framework, with a combined value of more than £450m. Recent completions include the Lakes Estate Regeneration Project in Milton Keynes, London South Bank Technical College’s Nine Elms STEAM Centre, Millers Quay at Wirral Waters and Weavers’ Hall in Belfast, Ireland’s largest Passivhaus student accommodation development.
The company is also currently delivering several major schemes procured through Pagabo, including Agora in Wolverton, the new Emergency Department at Pilgrim Hospital in Lincolnshire and Fermanagh Lakeland Forum in Enniskillen, which will become Ireland’s first Passivhaus leisure centre.
Roseanne Edge, National Framework Director at GRAHAM, said:
We are delighted to have secured our place on the National Framework for Major Works 2026 and to continue our longstanding relationship with Pagabo.
Over recent years, the framework has provided opportunities to deliver projects that make a real difference to communities across the UK. From major regeneration schemes and residential developments to healthcare and education facilities, our experience demonstrates the value of collaborative procurement in achieving successful outcomes.
This reappointment reflects the strength of our delivery capability and gives public sector clients continued access to GRAHAM’s expertise through a trusted procurement route. We look forward to working with Pagabo and our customers to deliver more high-quality, sustainable and impactful projects in the years ahead.
David Llewellyn, Construction and Infrastructure Director at Pagabo, said:
The launch of the National Framework for Major Works 2026 marks the next chapter for one of our most established procurement routes, providing public sector organisations with access to a strong range of contractors with the expertise and capability to deliver major construction projects across the UK.
The quality demonstrated throughout the procurement process reflects the strength of the suppliers appointed to the framework and their ability to work collaboratively to deliver high-quality outcomes for clients. Through the procurement support Pagabo provides, alongside greater opportunities for early contractor engagement and collaboration, we’re looking forward to building on the success of previous iterations and supporting the delivery of ambitious projects across the public sector. The framework can be accessed by organisations across local government, healthcare, housing, blue light and education sectors, providing a compliant and efficient route to procure major construction works.
